Overall Goal and Project Purpose

Starting in the middle of 1996, the Technical Cooperation between the Republic of the Philippines and the Federal Republic of Germany formally launched the TESDA-GTZ Project "Promotion of Dual Training and Education". After four years, the project was extended for another four years from the year 2000 to 2004. Now dubbed as "Expansion of Dual Education and Training" (EDET), the Project aims to institutionalize Dual Training at the operator, craftsman and technician levels in technical schools and training centers as an integral part of the country's educational system. Likewise, it seeks to develop and institute strategies in order for dual training to be widely used nationwide.

The Project operates under the following overall goal, project purpose and 4 key result areas:

Overall Goal:

Highly skilled Filipino workforce sufficient to meet the needs of the economy.

Project Purpose:

Companies increasingly employ dual-trained workforce

Key Result Areas:

  1. Companies are prepared and capable of implementing dual training programs.
  2. Centers and Schools are capable to carry out dual training programs.
  3. TESDA's support mechanisms for promotion and implementation of dual training are installed and continuously improved.
  4. Former officers and members of the Moro National Liberation Front (MNLF) in the Special Zone for Peace and Development (SZOPAD) have obtained basic occupational and entrepreneurial skills

To achieve these ends, the Project office supports the implementation of development activities in terms of the following:

  • Foreign and local long- and short-term consultants
  • International fellowships and training programs
  • Local seminars and workshops
  • Teaching materials / equipment
  • Studies and publications
  • Technical and financial resources for SZOPAD
  • Promotion activities at the Central and Field office levels.

In addition, the Project collaborates with the KfW/GOPA Consultant in the implementation of the KfW Loan Component.
